Rather than fixing the underlying age verification problem, some policymakers are now turning their attention to VPNs, the tools people use to route around geographic and content restrictions, as the next target for regulation.

The logic is straightforward on its surface: if a website checks a visitor's location or age before granting access, and a VPN lets that visitor mask both, then the VPN becomes the workaround that undermines the entire system. But treating VPNs as the root cause misreads the problem. VPNs are not defeating age verification because they are uniquely powerful tools of deception. They are succeeding because age verification itself is easy to bypass and often poorly designed in the first place.

The Real Weakness Is in Age Verification, Not VPNs

Most age verification systems rely on a narrow set of signals: government ID uploads, credit card checks, facial age estimation, or simple self-reported birth dates. Each of these has well-documented gaps. Self-reported dates require no verification at all. ID-based checks can be spoofed or borrowed. Age verification enforcement doesn't operate with surgical precision. Laws or platform policies aimed at blocking VPN traffic to enforce age checks tend to apply broadly, because services generally cannot tell the difference between a VPN used by a minor trying to bypass a filter and a VPN used by an adult protecting their financial information.

That creates a real privacy trade-off. The people most likely to be inconvenienced by VPN restrictions are often the ones with the most legitimate reasons to use privacy tools: journalists, domestic abuse survivors, people in regions with unreliable network security, or anyone who simply doesn't want their internet activity tracked and sold. Meanwhile, the people the restrictions are meant to stop, minors determined to access restricted content, have historically found other workarounds once one door closes.

Rethinking the Approach to Age Verification

A more effective path likely involves improving age verification itself rather than treating VPN access as the primary threat. That could mean better-designed verification methods that don't rely on easily spoofed signals, clearer standards for how platforms handle age data, and more realistic expectations about what any single technical control can accomplish. Blaming VPNs for the shortcomings of age verification systems is a convenient political narrative, but it doesn't address why those systems fail in the first place.
